In the interest of 'equal time', I'm going to summarize President Bush's energy plan. The President's plan calls for a reduction in (but not an end to) foreign oil usage through energy conservation, development of domestic oil sources, and development of alternative energy sources like coal and nuclear.
It also includes a boatload of provisions to deregulate power companies, facilitate US energy companies' development of foreign oil and natural gas resources, relaxation of domestic environmental and zoning regulations, fast tracking of oil drilling and hydro-electric damming leases, subsidies for oil exploration and extraction, and on and on. Really. Read the summary. It's an energy company's dream: unregulated, subsidized exploration and extraction.
Just so I'm comparing apples and apples, I'll review President Bush's plan in the same framework as I reviewed John Kerry's plan. A significant amount of the more than $20 billion we spend on oil from the Middle East finds its way into the hands of terrorists and finances schools that teach young Muslims to hate Americans. Also, OPEC has recently threatened to decrease output while the US is simultaneously struggling to replenish its strategic reserve, causing gas prices to rise significantly. I believe we need a plan that makes the United States totally independent of foreign oil for its energy needs. This plan does not meet that goal in the near or the long term.
Energy Conservation
The plan calls for more studies of the impacts of raising fuel efficiency standards for cars and trucks "based on sound science." So there won't be any reduction of foreign oil usage there, any time soon. The plan also calls for initiatives to ease traffic congestion and reduce idling of trucks at truck stops. As far as I can tell, there are no studies which estimate the amount of oil those measures will save. Probably the most effective conservation initiative in the plan calls for increasing the public's awareness of the energy savings gained from using Energy Star labeled appliances.
Increased Domestic Energy
The plan calls for government subsidies to enhance productivity at existing wells and improve technology for exploring new wells, including drilling in the Arctic National Wildlife Refuge. The plan also calls for a review of drilling lease "impediments" in the continental United States and in Alaska, subsidies for offshore drilling, and investment in clean coal technology. To round out domestic energy development, the plan calls for licensing new nuclear plants and easing restrictions on hydro-electric dams.
Renewable Energy Programs
The plan calls for a re-evaluation of access to federal land for increasing biomass, wind, geothermal, and solar energy production, as well as more studies of the effectiveness of those energy sources, and to model the programs as public-private partnerships. Tax credits would also be implemented to encourage residential solar power systems, and there's some wacky scheme to award $1.2 billion in bid bonuses for biomass, wind, geothermal, and solar energy research in the ANWR. Last, the plan calls for more research into hydrogen and fusion power, and tax credits for the purchase of gas-electric hybrid cars.
Then there's a whole bunch of gobbledy-gook about enhancing our energy distribution system (which should be done, but has nothing to do with decreasing our dependence on foreign oil), and working through diplomatic channels to allow US companies to develop energy resources in other countries.
So in a nutshell, the President's plan is to develop more domestic oil, coal, and nuclear power, while continuing to study renewable energy and encouraging people to use Energy Star appliances and drive hybrid cars.
By any measure, this plan is not going to give the United States energy independence. It still leaves Americans with the choice of driving around in lime-green electric clown cars or funding terrorists at the pump.
How does oil money get to Osama? I drive an SUV and I fill up at an
American owned and American run station. The personnel working and paid
there with my money are Americans. The company owners are a couple of good
ole Americans from Okla and they buy their gas from an American distributor
who buys his gas from an American refinery. Can't find Osama in there yet.
Maybe it is where the control of the drilling and production comes in with
companies like VP Cheneys old company, Halliburton, the Bushes companies
and Enrons, etc. Could this be where my money is eventually laundered to
Osama. Don't make ordinary Americans feel guilty over this as we are a
captive bunch of gas guzzlers and our President told us earlier own get out
and driv'em. Dick Cheneys White House Energy Cartel that wrote our energy
policies right in the White House (and which he won't release a list of)
are the ones passing on the bucks to Osama. When will the people of this
great country wake up and help put and end to our dependency on foreign
oil. And there sure as hell isn't enough in the North Slope area. We need
vehicle engines developed as you suggested to get us weaned. nuff
said.

Thank you for bringing this up. And I want to say, I can't make anyone feel guilty for buying Arab oil. That's a job everyone does for themselves. Some people don't care at all.
You're right about it being the refinery that buys the foreign oil. I should have spelled out the chain. You got to the refineries, I'll start from there: US oil company refineries buy oil from Saudi Arabian oil companies -> the money then filters through the Saudi economy and the Saudi government -> the money is donated by Saudi citizens, the royal family, and the Saudi intelligence agencies to Islamic charities -> some of the money ends up in the hands of terrorists and the rest goes to fund extremist Wahabi madrassas in Afghanistan, Pakistan, Palestine, Lebanon, Indonesia, Malaysia, Singapore and the United States.
I also own an SUV, but if I needed to buy a car right now, I would buy something that gets really good gas mileage. When it comes time to trade mine in, I'm going to buy a hybrid SUV, just like my wife bought a hybrid car when it was time to trade in her old one.
Dodge, Chevrolet, and Ford will all have hybrid SUVs coming out in the next few years, Lexus and Mercedes are supposed to have theirs available this year, and I think Chevrolet is selling a limited run of hybrid Sierra's right now.
I'm not trying to 'guilt' anyone. I'm just pointing out the facts. If funding terrorism bothers anyone, they should do something about it. Replace some of your high wattage light bulbs with low wattage bulbs; when you shop for a new fridge or washer or dryer, buy one with an Energy Star label; look into an energy efficient air conditioner; Hell, just make sure your tires are properly inflated and replace your old tires with dealer recommended tires.
But most of all, vote for a President and a Congress who will provide the plan and stimulous to make this country independent of foreign oil.
